Areas that have the most fat to spare will be the areas that donate fat to the blood during exercise. These may or may not be the areas that appear the fattest on the outside. Note that this fat does not directly go to the muscle for use. It is transferred by the blood to the muscles in need. Balancing a fitness program with strength, flexibility, and cardio will tighten muscles under the fat and improve the appearance.
